So this happened. My fault, bolt was too long. What is going to be the best way to address this? Will the bell housing hold with just 3 secure bolts? Any advice would be great!

Four bolts are marginal for bellhousing retention so you need all four. The broken piece can be welded back on but needs to be performed with a bolt in the hole to insure thread alignment. That hole might require a helicoil if the threads miss a little bit. Another fix is to weld up the broken area solid and then redrill the bellhousing hole.
