They are not vacuum ports. They are for the carb choke. The one on the left has a tube going up to the carb near the top and draws air thru the exhaust crossover to  the choke with clean air. The one on the right has been added. It should come out on the lower part of the crossover where some one has put a plug. There are repair kits for these..

The Second One looks like an Aftermarket fitting to heat the Choke Cap instead of using the original Setup. That "Heat Stove" is usually installed in the Exhaust Manifold. It should closed at the bottom of the Opening-not open to direct Exhaust Heat. I don't think there is a place to hookup a Vacuum Gauge as the Manifold is now. The Vacuum outlet was part of the Carburetor Baseplate on the Teapot Carb.Is there an outlet at the back of Manifold where Power Brake outlet was located?
If not U may have to drill and Tap for a Vacuum Outlet. If You are changing Carbs to new style Holley or other there should be a Vacuum Outlet or 2 on the Carb.

Thanks for the reply.  Any ideas where I can get Vacuum from?  Should I just T off the vacuum coming from the dizzy into the carb?  I'm using an Edelbrock 1406 and using the vacuum port on the drivers side of the carb.

drill and tap a hole in the back.a picture of another manifold will show you where to drill.this is a 56 intake why they didnt put a port in ill never know.saving money i guess.

I have done it that way myself. Shouldn't be a Problem.

If its the full Vacuum Port at Idle you can Tee off that or anywhere in the Line from Carb to Distributor..If there's also a Port which is only active when the Throttle Plate is opened U can use that. Just won't show reading at Idle.
