license plate mounting bracket?

just installed a rechromed original rear bumper on my 1956 Crown Victoria. The car has a continental kit so I can't use the stock gas tank cover. I am looking for a license plate mounting bracket for this bumper. The old bumper had a hole drilled through the lower part of the bumper with a bolt inserted so that the license plate bracket would wrap around the bottom of the bumper and bolt onto the bumper from the back. I do not want to drill a hole in the rechromed bumper. I'm thinking of possibly fabricating a bracket from a piece of flat stock about 16 inches long and 3 inches wide. I would install it behind the bumper using the 2 center bumper bolts to hold it in place and drill a lower center hole to mount the existing license plate bracket in place. Is there an easier solution to this problem? something off the shelf? any ideas?
