Centering the Steering Box and Steering Wheel

Removed my power steering components (pump, control valve and cylinder) for rebuilding. While they were out I replaced the starter. When installing the starter I turned the passenger side wheel several times by hand to help in getting the starter in position.
When I get ready to re-install my power steering components, I want to make sure my steering wheel and steering box are aligned and centered. In other words, how do I ensure that turning the steering wheel all the way to the right from the center position will equal the same number of turns to all the way to the left from the center position? Once that is done if the arms of the steering wheel and horn ring are not at the 3/6/9 o'clock position, how is that adjusted?
