Okay so some progress on my end.

Installed a fuel filter, cheap fuel regulator and vacuum gauge correctly. (Vacuum is at 24 and no chatter at idle)
Also changed the spark plugs to a hotter range (not sure if I should be doing that) running 98RON fuel, we get this at the pump everywhere.

With the fuel staying in the fuel filter the car has been starting straight away almost, and I can tell when it gets full and is about to go into the carburettor. Not sure what happens to the fuel in the bowl when the cars off and sitting but it feels like progress in the right direction so far.

Spark plugs are still coming out looking like this though after running for ten minutes. (Also plugs say on box 10Nm of torque) That's basically finger tight :/

I can wipe the soot off with my finger the electrode is kinda brown but not black with carbon.
Please note the car has never been driven anywhere only started and idle/ revved in my Garage.

What should I do now?
The car currently is starting every time and no hard starting but the spark plugs if they foul enough then I guess I'll be back to square one.

The spark plugs being ‘sooty’ like that is what I would expect with an operating choke and not being fully warmed up.  The car needs to be driven with the engine at operating temperature and then re-examine the plugs.
