1/4 from the bottom is best ....but 1" from the rear wall is also usually best.  However, these are to ensure adequate operation for performance oriented application.  For pure restoration or casual street use, it probably won't matter.  Closer to the floor helps to ensure that the pickup does not ingest air at higher RPM, when the oil level in the pan is lower than usual.  Closer to the rear of the pan helps to prevent oil from moving away from the pickup during acceleration.

I have a y-block with a T-bird rear sump oil pan. I have three pickup tubes/baskets. Two are the same and locate the pickup basket about 1/4" from the bottom of the pan and about 3.5" from the back wall of the pan. The one that is different positions the basket about 1/2" from the bottom of the pan and about 1" from the back wall of the pan - just above the oil pan drain plug. Any suggestions which one should be used and why?
