I would put the rocker asemblys in a bucket of molasses I part molasses 2parts water,keep in warmish place and in 30days rust will be gone. if you are in a warm aria possible the heads would clean up. the previous help is right on  take the core plugs  out and clean the shafts, also not wise to install on a good engine with out cleaning up the rocker face(some 1 with a older valve grind machine can reface the rockers correctly.) a good way to lose a cam 
my opinion is poor rocker shaft lube causes a lot of came issues.
