To test the O/D solenoid you must ground the case of the solenoid to the negative side of the battery.  (assuming negative ground). Touch the positive side of the battery to the other two wires coming out of the solenoid one at a  time.  One of them should click the solenoid.  The other wire goes to the kick down switch.  There is much good information on the Internet.   It's not that difficult once you get the gist of it.  I went through my O/D last summer and learned a bunch.  If the solenoid doesn't click, remove the cover and check for broken wires.  Here are some good links:

Determine that the solenoid is working first.  Most of my problems were bad wires.  If your solenoid clicks manually, the problem is voltage is not getting to the hot wire you touched that clicked the solenoid.  You can test this with a wire directly from your battery.  It goes from the firewall (check the fuse) through the governor to the solenoid.   I tested my governor by putting a test light in series with the wire and jacking the back wheels off the ground.  At 28  MPH the light turned on verifying my governor was good.  With those two links above, you should be OK.

If you mean that the solenoid won't engage with the pawl in the overdrive, then check this.  Look at the tip of the solenoid shaft.  It is rounded with two flats opposite each other.  You have to turn the solenoid 90 degrees from its mounting position, push it in against the pawl, turn it  back to its mounting position.  At this point you should not be able to pull the solenoid back out.  If you can't pull it out, put the mounting bolts in and wire it.  It should operate normally now.

The BW overdrive is simple once you figure it out.  Most problems are electrical.  Basically, the governor sits in the car and grounds out the solenoid at 28 mph allowing the solenoid to activate.  The circuit opens below 28 mph.  I love my overdrive.  It would have been something cool to have back in the day.  My TBird has a 4.11 rear gear.  It's a rocket down low.  At highway speeds, I'm turning about 2,500 rpm in OD.
