I am getting the Motor in my 56 ready to pull so I can reseal and repaint. There is a Draincock on each Side of the Block. Do they drain all remaining Coolant from the Block. In other Words are they at the lowest Point in the Water Jackets?

They will drain most of it.  They are the lowest possible place to drain.  The angle of the engine in the car and casting features in various components will prevent a complete drain.

I replaced my draincocks with the valve shown below.  It's a marine item and should be available at a place that sells boat parts-I also find them on ebay..  It also works in the radiator.  Because of it's design, you can attach a hose to it to direct the water/coolant.  You use a wrench or socket on it.  All brass so no rusty butterfly.  Also goes under the brand Quicksilver.
