Your pictures are not clear enough to see the problem you are observing.  If the rocker stands are not physically broken and/or cracked, then they should be okay to reuse.  Be sure the stands are installed on the shafts such that the stand part number is on the bottom when bolting them to the heads.

In those slots is a 1/16" hole through to the bolt on each slot. So oil would also go to the rocker stand bolt because the sidewall has a hole in it

No more oil than usual will get by given the slip fit nature of the components.  Most of the oil will be within the shaft itself and not the stands.
