Is it necessary to change the coil to higher voltage? The MSD is a #8383, my friend that is putting it in says no but seems I see everybody doing it when they upgrade.

No I would imagine not , but you must match your ohms rating to the type of ignition your using. Your car [unless it has a race engine] will never need or take a high voltage.. Remember most things with a shiny decal on it will probably do nothing.
Personally I would go a stock type [Bosch]  HEI ignition on just about anything other than a supercharged or  extremely high compression.

Do the instructions say anything about it?

My thought is that you don't have to, but to get the most out of your new electronic ignition, you should.
