One of the most difficult things to replace on an in chassis Y-Block, is the lifters.. If you have the engine out & are rebuilding it or replacing the camshaft & lifter assembly, that's probably the last place you should consider going cheap.. If you do, there's a good chance you'll live to regret it...

While I have no direct experience with Delta cams, the quality of work will be very dependent upon the experience of the person(s) doing the work.  On both new and reground camshafts, always measure the amount of taper on ‘all’ the lobes.  If the correct amount of taper is not present, the lifters will fail to rotate and an early cam lobe failure will result.  The lifters are best if they are new and from a reputable source.  Reground lifters can be a problem when reground more than once or must be ground excessively to repair excessive wear.

We,Dad and I are building a 312 for a 54 F100 that we are restoring.
We are considering having our cam ground at Delta C@m is this something that you guys would or would not recommend .
And is there any thought on where to having the rockers reconditioned?

I started to title this camfussed.
