Need help! bought new fender skirt seals from Larry's T Bird (I think) but cannot figure out how they go on, does the lip stick out over the skirt or does it get sandwiched in between, tried flipping the things every which way and just don't seem to make sense?

I put a set on long ago. Used the original staple holes. The outer edge was flush with the outside edge and clamped in place with the skirt lock. That's how the previous, and I assume original, seals were on.
