The governor screws into the trans and requires an open end wrench that is a little thinner than a normal wrench. At least the wrench I have was too thick. It's been a long time since I took one of these apart but there should be 4? screws holding it together. When opened up you will be able to inspect the fly weight mechanism and the contact points. These parts should move freely and the contacts can be dressed with a piece of fine sand paper. Hopefully a good cleaning will solve any issues. These governors can be tested on the bench by spinning it with a drill motor and an ohm meter or a simple continuity light to show that the contact in closing and opening consistently.
