The governor screws into the trans and requires an open end wrench that is a little thinner than a normal wrench. At least the wrench I have was too thick.  It's been a long time since I took one of these apart but there should be 4? screws holding it together. When opened up you will be able to inspect the fly weight mechanism and the contact points. These parts should move freely and the contacts can be dressed with a piece of fine sand paper.  Hopefully a good cleaning will solve any issues. These governors can be tested on the bench by spinning it with a drill motor and an ohm meter or a simple continuity light to show that the contact in closing and opening consistently. Hope this helps....

Years ago, when I needed to service mine, since I couldn’t find a short/thin wrench that size, I had a local machine shop make one. You might try a supplier of bicycle tools, as that is the only other source of wrenches that thin I have seen.

......Or you could just grind down a standard wrench to the narrow thickness required to remove the governor.  That is what I did.

I did get the governor out and it seems to work fine.  Another question.  Should the overdrive relay click when hooking a positive to the solenoid side and ground the relay?  I have mine on the bench and can't get it to click.  Any help would be appreciated.  Larry

Attach a + lead to the fuse side of the relay then ground the terminal that passes through the kick down switch and governor. In other words, you will be doing what the governor does by grounding the relay coil. You should then hear the relay click.

I assume you examined/swapped the fuse, and cleaned the contacts (?). 
Age & corrosion takes its toll on antique electronics.  Even NOS relays may be balky, and not function like new. There may still be that guy who advertised in the Early Bird Magazine that rebuilds them with solid state components, should you find yours to be defective.
