It kind of looks like a transmission kickdown/throttle connection but I don't have my old one to compare.  Here's a pic from a supplier for comparison:

The lever points towards the carb, can it be a trans kickdown?

That last picture shows it mounted backwards - the ball stud for the auto trans kickdown is broken off..... and it goes to the outside
