Hello
My 292 y block ceased, due to lack of use/maintenance.
What is the preferred way to get it to turn over. What other maintenance procedures would you recommend given that it has been idle for a long period of time.

A lot would depend on how it was stored for that time period, if outside, even covered up it can draw dampness, rusting all cylinders. You can pull the plugs, if they are dry, perhaps it just set up dry and spraying penetrating stuff, pb blaster or others in the cyl's, let set for awhile then try to turn it. If the plugs show moisture, then most likely the heads will need to come off to actually see the damage.

"Seized" is the word you're looking for. I had to ponder your post for a few seconds! It's OK, not trying to beat up on you.
Marvel's Mystery oil is a good penetrant and also won't hurt anything (later on.) Squirt an ounce or so in each cylinder and let it soak for several days. Try to roll over with a breaker bar on the damper bolt. Be patient, it may take a while. Of course depending on the time/severity of neglect the engine may require disassembly. This is pretty much a last ditch effort.

stuck valves where a isue hear in the rain forest,pull the valve covers,squirt the valve stems with loosen all. i use a mixture of 1part lacquer thiners to 5 parts engine oil10wt.. i would suspect valves first,if cylinders stuck use the same mixture in cylinders..if valves are stuck remove rocker assembles and tap the stems use a plastic hamer tap each valve,while rockers off it is easer so squirt the mixture below valve seals. when you get it free run a mixture of 1/4 oil to 3/4 gas threw the carb which will ensure every thing gets lube.. good luck
