Maybe. The best thing to do is to ask local car people who they trust with that kind of work.
Short of that, call local shops and ask if they can do it. If they say yes, ask how they do it. Don't give them any info about how to do it and if they describe the procedure correctly, you can probably trust them to do it.

I would think that would depend on the individuals experience, some could and some couldn't. We don't have mechanics anymore, they are technicians LOL.

Always done my own. It's prety simple actually. Its not necessarily an exact sience and a little off one way or the other won't cause any noticable difference.
