Should an original starter have 1/4" end play??
I would think not but it does.
So is it going to need replacing because of that?

While I’m not a starter guy, that sounds excessive to me.  There should be a spot on the inside of the starter face plate where shims can be added as thrust washers to help take up some of that slack.
